Carta aos Senhores Prefeitos

Gostaria de entender qual a grande dificuldade ou os motivos do pouco interesse do Poder P�blico Municipal na identifica��o de algumas - �s vezes muitas - ruas e logradouros p�blicos de muitos bairros da periferia das cidades brasileiras.

A falta de placas denominativas de muitas ruas de bairros, da periferia das cidades, gera v�rios tipos de preju�zos aos seus mun�cipes. Particularmente, nas situa��es de emerg�ncia, quando das chamadas de ambul�ncia, pol�cia, Corpo de Bombeiros, t�xi ou dificuldades para os carteiros, entregadores de encomendas de uma maneira geral e para visitantes da cidade.

A falta de placas denominativas nas ruas, muitas vezes, provoca atrasos na chegada das pessoas a seus destinos; consequentemente, elas sofrem tamb�m perdas financeiras. Quando uma pessoa, na madrugada, procura uma rua e naquela regi�o n�o existe placa denominativa e n�o � poss�vel encontrar algu�m para pedir informa��o, a situa��o acaba virando um mart�rio.

O munic�pio que valorizar a fixa��o de placas, indicando a dire��o de seus bairros, distritos, entradas da cidade, sa�das para rodovias, indica��o dos principais pontos e institui��es de presta��o de servi�os p�blicos e com placas denominativas afixadas nas esquinas das suas ruas, estar� favorecendo a todos: moradores e visitantes.

� impressionante como as leis no Brasil s�o escritas para ter mais de uma interpreta��o. Na verdade acho que � proposital. A� o governo interpreta sempre da forma mais favor�vel a ele.

Este me parece mais um caso destes. A legisla��o federal diz uma coisa e a estadual diz outra. � �bvio que a lei federal prevalece, por�m as autoridades n�o far�o nada at� que apare�a nos jornais ou esteja sendo investigado pelo TCU, ou pelo Minist�rio P�blico.

O jeito nesse caso, eu acho, � denunciar pro MP e torcer pra que n�o acabe em pizza. Enquanto isso, se tiver algum conhecido juiz, tem que tentar entrar com liminar pra evitar maiores danos ambientais. Na pior das hip�teses, procura a defensoria p�blica e v� no que d�.
